JEMS Contracting, Inc is a small family-owned and operated business located in Carroll County, MD. Founded in 1983 by Pete Naecker, JEMS offers trusted residential and commercial excavating services. Passed down to his son in 2005, Justin continues to have great relationships with the builders and developers in Maryland and surrounding areas.

After 38 years, we have decided to expand our services to include paving which will be run by Justin's brother-in-law, Tommy Luster. Tommy has 21 years experience in paving and will bring many new and exciting opportunities for JEMS.
